Tanzania: Dar Shines in Vaccination Drive
TANZANIA has set a
world record in national immunisation coverage, thanks to the
government-backed national Immunisation and Vaccine Programme currently
under implementation.
A new report by the
World Health Organisation (WHO) says the country has attained 97 per
cent, surpassing the target by the Global Vaccine Action Plan (GVAP).
The rate is
measured by percentage of children receiving the third dose of the
diphtheria-tetanus- pertussis vaccine (DTP3), which is relatively high
at 97 per cent in Tanzania, beating the GVAP target, which requires at
least 90 per cent coverage in any given country.
The Permanent
Secretary (PS) in the Ministry of Health, Community Development, Gender,
Elders and Children, Dr Mpoki Ulisubisya, told the 'Daily News' in Dar
es Salaam yesterday that Tanzania was currently at 98 per cent on
immunisation and vaccine, saying the country is headed for 100 per cent.
"We have already
conducted a series of meetings with all district officials countrywide
and we have agreed that we should meet our target by ensuring that
immunisation reaches 100 per cent," said the PS.
According to
extracts taken the maiden report on the 'Status of Immunisation in
Africa,' which is set to be released worldwide this Friday, Tanzania is
doing remarkably well in taking initiatives to prevent and combat
diseases.
For the first time,
WHO has published immunisation data at the sub-national level for over
140 member states worldwide and will be released later this week.
Excerpt from the report was exclusively dispatched here from the Global
Health Strategies (GHS) in Nairobi.
The GHS Manager, Mr
Narmeen Haider, explained that the compilation was done by experts from
the WHO; the Vaccine Alliance (Gavi) and United States Agency for
International Development (USAID).
The country's
Programme Manager for Immunisation and Vaccine, Dr Dafrossa Lyimo, told
the 'Daily News' that the 98 per cent success was a result of ongoing
'Reach Every Child' strategy that makes immunisation an important
treatment for every child in the country.
Among other
strategies, Dr Lyimo said, the government in collaboration with other
financiers was allocating funds that are availed to all public and
private health centres to ensure every child is vaccinated.
"In the report,
they use percentages but we, in the country, normally capitalise on
absolute numbers before computing them into percentages... but we are
now at 98 per cent and we will soon attain our 100 per cent target,"
said Dr Lyimo.
Save for Dar's
positive strides, recently-released data show that at the current
progress rate, Africa will miss the GVAP and Regional Strategic Plan for
Immunization (RSPI) target of 90 per cent of respective national
immunisation coverage by 2020.
According to the
report, Tanzania is one of the only 11 countries in Africa that fund
over 50 per cent of their national immunisation programmes. With a
population of 50 million, Tanzania has recently introduced the measles
second dose vaccine (MCV2), putting the country on track to eliminate
measles by 2020.
As Africa nears
polio eradication, critical funding for immunisation through the polio
eradication programme is expected to decrease which means each country
should brace to foot own bills, to that effect.
While Africa has
made significant gains towards increasing access to immunisation in the
past few decades, immunisation coverage has recently stagnated at 74 per
cent, with exception of Tanzania.
According to the
Regional Immunization Technical Advisory Group (RITAG), Africa is about
to face several funding transitions that will make domestic investments
in immunisation more critical than ever.
As Africa nears
polio eradication, critical funding for immunization through the polio
eradication programme is expected to ramp down. "Additionally, countries
approaching middle-income status will transition away from Gavi support
for immunisation in the coming years. Countries, including Tanzania,
must prepare now to fill these gaps, so that progress on immunization is
not reversed," says the report.
The national
coverage data often conceals large inequalities in coverage and access
within the country that can be discovered through sub-national
monitoring. Targeting specific sub-national areas with focused
interventions will help countries achieve high and equitable coverage
and meet their GVAP and RSPI targets.
Several countries,
Tanzania included, have also introduced the pneumococcal conjugate
vaccine (PCV) and the rotavirus vaccine to protect the two biggest child
killers - pneumonia and diarrhoea.
As far as Measles
elimination is concerned, the RSPI has set ambitious targets for the
elimination of measles in Africa. And, to achieve elimination by 2020,
the framework calls for at least 95 per cent national and sub-national
coverage with the measles-containing first dose (MCV1) vaccine.
Tanzanian journalist missing after reporting on murders.
A Tanzanian journalist who reported on a string of murders of officials and police has been missing for the past two weeks, the two newspapers he works for have said.
Azory Gwanda, a reporter for the Mwananchi and The Citizen newspapers, publication of the Nation Media Group, wrote several articles investigating attacks in Kibiti District in Pwani Province, which surrounds Tanzania's main city of Dar es Salaam.
Some 10 police officers and a similar number of local administrative officials have been killed by mystery motorcycle attackers.
Gwanda's wife said he vanished on November 21, after he left in a white Toyota Land Cruiser with unknown people on an "emergency trip", telling her he would return the following evening.
"She became alarmed after he failed to return home and all his numbers could not be (reached) since the day he departed," the newspapers said in a statement on Monday.
Police are investigating the case. The newspapers, part of the East African Nation Media Group, called on them to "speed up the investigation."
Police say they have now broken up the gang of motorcycle assassins.
The motives behind the attacks remained unclear, although President John Magufuli hinted in June the attacks might have been religiously motivated, with some blaming Islamic extremists.

Kenya plans to set up first nuclear plant by 2027.
Kenya Nuclear Electrification Board (Kneb) chief executive Collins Juma
(left), chairperson Teresia Mbaika (right) and Cofek secretary-general
Stephen Mutoro during a forum on nuclear electricity for Kenya in
Nairobi on December 5, 2017.
Kenya plans to set up its first nuclear power plant by 2027, with construction expected to start within seven years.
Kenya plans to set up its first nuclear power plant by 2027, with construction expected to start within seven years.
The
Kenya Nuclear Electricity Board (Kneb) chief executive officer Collins
Juma said Tuesday that the prefeasibility study and siting work have
already been done.
He said they expect to have the actual site(s) within the next two years.
“The
journey to have a nuclear plant started in 2009 and already we have
done prefeasibility study and we have been doing the siting work for the
last five years but we are hopeful that by 2024 construction works
should begin, which will make us the second country in Africa after
South Africa to set up a nuclear power plant,” said Mr Juma.
He
was speaking during a meeting involving Kneb, the Consumer Federation
of Kenya (Cofek), engineering students in the country and the public at
Laico Regency in Nairobi on Tuesday.
Capital-intensive
Mr
Juma, however, said the programme is capital-intensive, with building a
single nuclear power plant capable of producing 1,000MW costing between
Ksh500 billion and Ksh600 billion ($5-$6 billion).
He added that a model for constructing and running the power plant had not been arrived at.
He,
however, stated that the board has signed a memorandum of understanding
with four countries to help Kenya in capacity building as the process
is capital intensive and requires highly skilled personnel.
“The programme will create jobs locally both directly and
indirectly with human resource planning showing that over 5,000 workers,
majority of whom will be drawn from the local labour pool, will be
involved in design, siting, bidding and the construction of the nuclear
power plant,” said the Kneb boss.
He noted that as the
world gradually shifts to cleaner fuels for electricity, Kenya is among
countries intending to pursue a nuclear power programme.
He
said there are 438 nuclear power reactors in operation worldwide with a
total installed capacity of 374,301MW and a further 71 under
construction.
Environment friendly
“We need
more power at affordable prices. Nuclear power is environmentally
friendly, affordable, reliable and sustainable,” he said.
The Kneb boss said nuclear energy has been identified as a source to fill the deficit Kenya is projected to have by 2030.
He
said Kenya will require an estimated 16,000 megawatts of electricity by
2030 by then, yet the country is only able to generate 2,300 megawatts
from various other energy sources
“Under the 5,000
megawatts plus initiative, coal and gas will be tapped alongside
geothermal and wind to raise the country’s electricity to 7,000MW.
"There will still be a deficit even if all domestic energy resources were fully exploited," he said.
“Based
on this, nuclear energy has been identified as a stable, efficient and
reliable source of electricity to spur industrial development and
stimulate economic growth,” he said.
Safety and security
For his
part, Joseph Maina, Radiation Protection Board acting chief officer,
allayed fears concerning the safety, security and disposal of waste from
nuclear energy.
Mr Maina said Kenya has a nuclear
safeguard where nuclear material must be accounted for atom by atom to
make sure no diversion for unintended purposes.
“Kenya
has made great strides in enhancing legal framework and approach through
necessary regulatory structures to ensure nuclear systems, security and
safeguards including the management of radioactive wastes and spent
fuel is adhered to,” said Mr Maina.
Cofek
secretary-general Stephen Mutoro hailed the programme but urged the
board to involve consumers while the process is ongoing to make them
fully understand the plan.
“The subject has been
misunderstood because of lack of enough information reaching the public
but with more stakeholder engagement this will change,” said Mr Mutoro.

UNESCO LAUNCHES A CAMPAIGN WITH THE MAASAI IN NGORONGORO TO REDUCE FEMALE GENITAL MUTILATION.
UNESCO, in close collaboration with the Ngorongoro District Council and the Council of Masaai traditional leaders, will conduct a large campaign to intensify efforts to address Female Genital Mutilation (FGM)in Ngorongoro, particularly during the FGM high season of December 2017 when girls go home from school and parents take the opportunity to circumcise them. The session is a continuation of a similar campaign held in June 2017 where trained campaigners managed to rescue four girls who were in the verge of being mutilated in Ngorongoro district.
The December campaign will consist of three clusters:
1.A School-Based Campaign, targeting students, teachers, and school-parent committees in 28 schools (4 secondary);
2.A Community-Based campaign, targeting mostly parents and caretakers in 29 selected villages in Loliondo division through parent/caretakers village/sub-village sensitization meetings.
3.A Public Campaign through the Loliondo FCommunity Radiwhere a series of programmes will be broadcasted engaging community leaders, law enforcers, medical officials, religious leaders, former ngaribas (circumcisers) and young people.
Expected to reach around 70,000 people, the campaign will kick-off with a 2-day orientation workshop in Wasso on 5 and 6December 2017. The workshop will bring together 65 campaigners and facilitators composed by district and ward officials, Maasai spiritual leaders and Maasai leaders to guide them on how best to deliver key messages to the targeted populationas well as organize for sheltering girls in need.
In the Maasai community, the practice of female genital mutilation is deeply rooted in cultural practices and customary beliefs, part of the ritual passing from childhood to adulthood. According to district health statistics, in 2015, 90% (1,375) of the1693 Maasai women who gave birth at health facilities were circumcised. The Tanzania Demographic and Health Survey 2015/16 indicates that Arusha ranks third nationally on the regions where FGMis practised, with a41% prevalence, right after Manyara and Dodoma.
Since 2015, UNESCO has been collaborating with government and traditional leadersin Ngorongoro district to strengthen the capacities of community-based structures to address sexual and reproductive health related issues including FGM & early marriage, facing girls and young women, as well as promoting girls education with a particular focus on school retention.
Using the socio-cultural approach, UNESCO’s initiatives has gained community support and achieved notable impact including change of mind-set of some traditional leaders and more than 30 Ngaribas who are now strong advocates against the practice.

HARARE - As Zimbabwe celebrates its new president Emmerson Mnangagwa, many have already begun to draw comparison between the new first lady Auxilia and former president Robert Mugabe's wife Grace.
Mugabe is believed to have fired Mnangagwa as vice president to pave the way for his wife's ascension to the Presidency.
Who is Zimbabwe’s new first lady?
At his inauguration on Friday, Mnangagwa began his speech by acknowledging his wife of over 30 years, who had earlier embraced him warmly - much to the crowds delight - after he took his oath of office.
Auxilia is a politician and member of the Zanu-PF.
She served as Member of Parliament, representing the same constituency her husband did before becoming vice president.
The first lady was seen at the Special Central Committee session that saw the expulsion of Grace and the recalling of the former president.
Auxilia was also seen by her husband’s side when he first addressed Zimbabweans upon his return from exile, just days before he was installed president of Zimbabwe.
Zimbabweans have also warned Auxilia to steer clear of her husband’s office.

Zimbabwe's Mugabe cried when he agreed to step down.
Zimbabwe’s former president Robert Mugabe cried and lamented “betrayal by his lieutenants” when he agreed to step down last week under pressure from the military and his party after 37 years in power, the Standard newspaper said in its Sunday edition.
President
Emmerson Mnangagwa, a former Mugabe loyalist, was sworn in on Friday
and attention is focused on whether he will name a broad-based
government or select figures from Mugabe’s era.
The
newspaper quoted sources within Mugabe’s inner circle as saying the
devout Catholic held a rosary as he told his close associates and a team
of negotiators at his “Blue House” Harare mansion that he was
resigning. He announced the decision as parliament heard a motion to
impeach him.
“He looked down and said ‘people were chameleons’,” one of the sources was quoted as saying.
The state-owned Sunday Mail
quoted Father Fidelis Mukonori, a Jesuit priest who is a close Mugabe
friend and mediated his resignation with the military, as saying
Mugabe’s face “just glowed” after he signed the resignation letter.
“So
we are not talking about a bitter man. I told him that it was good for
him to see someone running the country...,” Mukonori told the Sunday Mail
Neither Father Mukonori nor Mugabe’s close aides were immediately available for comment.
Mugabe’s
fall after 37 years in power was spurred by a battle to succeed him
that pitted Mnangagwa, who had stood by him for 52 years, and Mugabe’s
wife Grace, who is 52.
“walk the talk on graft”
The privately-owned Standard newspaper, which has been critical of Mugabe and his government over the years, urged Mnangagwa to “walk the talk on graft”.
At
his swearing in ceremony on Friday, Mnangagwa said he valued democracy,
tolerance and the rule of law and would tackle corruption. He has also
urged citizens not to undertake “vengeful retribution”.
The
new government is already moving to bring some of Mugabe and his wife’s
close associates to book and former finance minister Ignatius Chombo
was in court on Saturday on corruption charges.
Chombo
was among several members of a group allied to Grace who were detained
and expelled from the ruling Zanu-PF party after the military seized
power in “Operation Legacy” which it said was meant to remove the
“criminals” around Mugabe.
Chombo, who told the court
he was forcibly removed from his home on November 15 by armed men
wearing military uniform, was detained until Monday when his bail
application will be heard.
He was led away in leg irons together with ousted head of the ruling Zanu-PF’s influential youth league Kudzanai Chipanga.
WATOTO 20 WENYE MATATIZO YA MOYO WAFANYIWA UPASUAJI WA BILA KUFUNGUA KIFUA.
Taasisi
watoto 40 watatibiwa hapa nchini.
Tumepanga
kufanya matibabu kwa watoto 25 tunaamini hadi kambi itakapomalizika
watoto wote hawa watakuwa wamepata matibabu. Watoto 20 waliopata
matibabu wengine wameruhusiwa na waliobaki hali zao zinaendelea vizuri
na wataruhusiwa pindi afya zao zitakapoimarika.
Tangu
kesho tarehe 27/11/2017 hadi tarehe 01/12/2017.
Tunawaomba wananchi waendeleee
kuchangia damu kwani wagonjwa wanaofanyiwa upasuaji wa moyo wanahitaji
kuongezewa damu wakati wanapatiwa matibabu.
Rais Magufuli awapa siku saba vigogo sita wakiwemo mawaziri wake wawili
Rais wa Jamhuri ya Muungano wa
Tanzania Dkt. John Pombe Joseph Magufuli akipata maelezo toka viongozi
Rais Magufuli ametoa maagizo hayo leo
ambayo mpaka leo yapo bandarini, yaliagizwa mwaka 2015 kupitia majina
uozo mimi mwenyewe ninataka mpigane kuhakikisha uozo wote unaondoka,
amesema.
Ameongeza, "Ninatoa siku saba, nataka
mujibu."
Wakati huohuo Rais Magufuli ametembea umbali
Amehoji Rais Magufuli.

KAFULILA NAYE ATANGAZA KUONDOKA CHADEMA.
kuchukua wanachama wake kitasaidia kuwaondoa wavulana kwenye mapambano
ya siasa za upinzani.
Lema

EAC Secretariat resorts to austerity in cash crunch.
The East African Community Secretary-General Liberat Mfumukeko. He had
received only 4.6 per cent of the 2017/18 budget contributions from
partner states by the end of September.
All the main organs and institutions of the East African
Community are in distress due to the financial constraints facing the
bloc.
The Secretariat had received only 4.6 per cent of
the 2017/18 budget contributions from partner states by the end of
September, leaving it and its institutions in critical liquidity
pressure.
The EAC budget for 2017/18 stood at $113.8
million, an increase of 12 per cent of the $101.4 million the previous
fiscal year. Each EAC partner state is required to contribute $8.4
million to this financial year’s Budget.
“Many activities have been stalled, pending remittance of the remaining partner states’ contributions,” a source told The EastAfrican.
Head
of the EAC Corporate Communications and Public Affairs Department
Othieno Owora promised to issue a statement on the matter soon.
The
EAC’s main organs are the Summit, the Council of Ministers, the
co-ordinating committees, the sectoral councils, the East African Court
of Justice, the East African Legislative Assembly and the Secretariat.
In a September 27 internal memo, EAC Secretary General Liberat
Mfumukeko directed the organs and institutions of the EAC to suspend all
activities unless the finance directorate confirms availability of
funds.
“For the meetings that have to be undertaken,
the delegation must be reduced to a bare minimum and only staff
performing critical roles should be allowed to travel. Nominations for
meetings to be approved by line Deputy Secretary General Finance and
Administration,” the internal memo reads.
Critical activities
Mr
Mfumukeko says all directorates should identify critical activities and
that all other activities should be put on hold until funds are
available.
“Activities that can be conducted without any financial implication should be prioritised,” he stresses in the memo seen by The East African.
Development
studies scholar Dr Gasper Mpehongwa, says it is time leaders looked for
alternative financing mechanisms, if the EAC integration project is to
be realised.
“It’s a shame for leaders who preach EAC
integration in public, but privately default on their states’ financial
obligations,” Dr Mpehongwa said.

Botswana President Ian Khama has made an impassioned plea to his
Zimbabwean counterpart Robert Mugabe to be sensitive to the wishes of
the people of Zimbabwe and resign.
President Khama is
the only African leader to speak openly to the 93-year-old leader since
the heightened calls for him to step down last week.
Last
week, the Botswana leader reminded President Mugabe that they were
presidents and not monarchs and had to resign and let others take over.
“My
appeal is necessitated by an unprecedented situation currently
unfolding in Zimbabwe whereby your own party, Zanu-PF, is calling for
your immediate resignation and is in the process of instituting
impeachment,” President Khama wrote Tuesday in an open letter posted on
the Botswana Government’s official Facebook Page.
He
added: “The people of Zimbabwe have for a long time been subjected to
untold suffering as a result of poor governance under your leadership.
It is therefore my conviction that by vacating the presidency, this will
usher in a new political dispensation that will pave the way for the
much needed socio-economic recovery in Zimbabwe.”
President
Khama also wrote that President Mugabe's exit would usher in a new
period going forward of unity, peace and prosperity for Zimbabweans.
He also said it will allow the southern African country to be the economic powerhouse it is capable of being.

Zanu-PF’s Central Committee has voted to strip President Mugabe
of his party leadership post, amid nationwide calls for the 93-year-old
leader to resign.
On Tuesday, Zanu-PF ministers heeded a
party directive to skip the Cabinet meeting and instead attend a party
caucus to discuss impeaching President Mugabe.
The ruling party was poised to begin impeachment proceedings against President Mugabe later Tuesday.
